The 1927 Code gave opportunity for many electoral frauds, and the Opposition used it to attack the Administra tion, on all occasions. The new Electoral Code can be con. sidered a good legislative act, and it does protect the Opposition in the elections. The main points of the 1946 Code, which will tend to insure honest elections, are quoted below: PRINCIPAL ARTICLES OF CODE theu ELECTORAL ORGANIZATIONS: W ARTICLE The electoral organizations are. a) The National Electoral Tribunal. One in the country. b) The Electoral Register. One in the country. The (c) The Electoral Boards. Of these there shall be: Provincial Boards, one in each province; Cantonal Boards, one in each cantonment; and the Voting Boards, as many in each on electoral district as may be established, in accordance with this law, for each election, ARTICLE 11. The National Electoral Tribunal will be composed of three principal and three substitute members who must be voters and who will represent the three Supreme Powers.
For this purpose, within the last eight days of the month of October of the year prior to each election, after previous convo cation of each of the three powers, to be issued by the Executive, Congress and the Joint Court, by simple majority vote, will name their delegate and one substitute, and will so inform the Executive Power.
