It has been pointed out to the Department that the Party recently has assunod a decidedly positive position along domestic political lines in contrast to the rather negative position it had been maintaining during June and July, especially with regard to the presidential pre election campaign.
818. 00 447 Meeting in the City of Cartage ACTION ARA COPIES TO: On the night of August 30th, Vanguardia held a political meeting in the city of Cartagº, one of the opposition strongholds. During previous meetings opposition hoodlums had incited trouble during van guardia meetings, going as far as to wreck Vanguardia party head quarters in Cartago. Manuel Mora, leader of the Patty, requested that the newly named delegate of the Electoral Tribunal be present at this meeting. The Tribunal acceded to this request and opposition leader Otilio ULATE requested his partisans to refrain from any hostile sote or demonstrations. The meeting was held without any trouble. In this connection, it is of interest to note that this is the first political meeting held since the August 3rd agreement, which provided for the appointment of provincial delegates of the Electoral Tribunal, where the presence of such a delegate was specifically requested.
