8282 Proposed Vanguardia Broadcast Station APA 18 19. 99 LE COCA Mention was made in the Embassyis Despatch No. 16 of August 29th that Vanguardia leader Manuel Mora had publicly complained regarding the high cost of political campaigning by press and radio. Vanga now has announced that it contemplates operating its own broadcast station and is endeavoring to collect sufficient funds from among its partisans to install such a station. It is claimed that all the equipment is already owned by Vanguardia, and that it only lacks the necessary funds for installation costs.
Public Demonstration for Sept. 15th.
Vanguardia and its parallel organization, the Costa Rican Labor Federation are organizing a mass parade and demonstration for September 15th next to commemorate thv 4th anniversary of the promulgation of the Labor Code. Incidentally, this day is also Costa Rica national independence day. Secretary General Guzman of the CTCR (Costa Rican Labor Federation) published a statement in the ULTIMA HORA for September 2nd, a translation of which is attached, regarding the aims and purposes of this demonstration. The final sentence constitutes a virtual ultimatum upon the presidential candidates to the effect that they will havs to respect labor gains or else must expect na gigantic struggle with the laboring classes.
Proposed Amendment to Labor Code.
Vanguardia has addressed a petition to President Picado and to the National Electoral Tribunal, requesting that an amendment to the Labor Code be sent to Congress which specifies that during six months prior to and three months after elections employees may not be discharged by employers without justification for such discharge having been proved in advance to the appropriate authorities.
