Subject: Termination of Examination and clean Up of Electoral Lists.
TER THE HONORABLE THE SECRETARY OF STATE. WASHINGTON.
1947 SEP SIR: have the honor to report that the work of checking and cleaning up the lists of registered voters of the Republic was concAided on September 20th. This work was performed by the Electoral Register and had been in progress for a number of months.
DEPARTMENT OF STATE RECEIVED Bier 818. 00 2447 The final results showed that out of a total of 155, 566 votershincluded on the lists, the registration of 46, 658, or approximately 30 of the total was incorrect for a number of reasons. These included lack of necessary documentary evicence, duplication, non existence, deaths, inorrect spelling and other minor reasons. As of September 20th this leates a total of 108, 908 citizens who were found legally qualified to ACTIONS vote. It is not known what percentage of the registrations found inHnAcorrect represented merely minor details which may be corrected by mere Fidaadministrative effort, and what percentage represented fraudulent re203 gistrations. It is significant to note, however, that the greatest OCD number of incorrect registrations were found in the three most remote prgrinces of Limon, Puntarenas and Guanacaste.
Te A Under the provisions of Article 34 of the Electoral Code, as amended, November 10, prior to elections is the deadline for requests for inclusion, etc. in the lists of qualified voters. It is seriously doubted whether in the fifty days between September 20th and November loth next, the Electoral Register will be physically capable of handling the large number of cases which were disqualified for minor causes. It is understood they represent a considerable proportion of the 46, 658 names which were disqualified for one reason or another.
