DECLASSIFIED Authority 25 Bas By C6 MARA. Date a SIR: XR have the honor to report that at the National Convention of VANGUARDIA POPULAR, held in San Jose on November 22nd and 23rd, a complete slate of candidates was nominated for the forthcoming presidential and congressional elections.
818. 00 12 447 818. 03 818. 00B Humberto GONZALEZ (Cordero. a completely unknown Vanguardista, received the nomination for President of the Republic. In announcing this nomination, VANGUARDIA states that the nomination of a presidential candidate was made for the sole purpose of enabling it to participate in the elections and in the realization that it will not be able to elect its president.
It will be remembered that the National Electoral Tribunal, in a recent ruling specified that it would not be permissible for any political party to file its own slate of deputies without also filing its own presidential candidate, and vice versa. The nomination of GONZALEZ, a complete non entity, is the answer to this ruling.
Meanwhile there is not the slightest doubt that the rank and file or VANGUARDIA will cast its vote for Dr. Calderon on election day. Confirmation of this is seen in the continued viva Calderon at every Vanguardia meeting and public demonstration. No Viva Gonzalez has been heard to date.
The Party has made a public announcement to the effect that it will concentrate all of its efforts on the securing of as many seats in Congress as possible and for this purpose has nominated a slate of candidates which constitutes the cream of the Party.
