He told me of a secret pact between the Presidents of Salvador, Honduras, Nicaragua, and Costa Rica which, he said, was ostensibly an anti communist pact but which, in effect, is anti Arevelo. Anticipating that Calderon would win the election here, he had instructions from his government and already had approached Calderon and obtained his verbal assurance that he would renew the pact when he should come into office. His government thereupon had instructed him to use what influence he could to further Dr. Calderon victory. However, he felt that the situation now had changed radically and he wanted to know my view and what my government would think of the pact. Ignoring the second question, told him thought it would serve little purpose for him to try to do anything to bring about a Calderon presidency. If were he, would do nothing until a president actually is elected and installed and then consider what action to take on the basis of the then existing circumstances.
The Chargé at one point in the conversation said that while the pact to which he referred was, of course, directed against communist activities, it could not be denied that one of its real purposes was the selfinterest of the presidents concerned maintaining themselves in power. awoke this morning with a stiff shoulder which grew worse as the day progressed so that by evening was scarcely able to hold a pen.
