HARRY TRUMAN LIBRARY NATHANIEL DAVIS Papers of Enel to MEMORANDUM OF CONVERSATION On the way to Tres Rios this evening, escorting Padre Nunez back to his lines, had the first opportunity today to talk to him privately. To avoid being overheard by the driver, we talked English which Nunez speaks very well and which the Nuncio alespeaks. quiteelland understands, Padre Nunez told me that the optimism expressed by him and Mora at this afternoon meetings that the settlement would be reached tomorrow was more or less camouflage. He and Mora are both convinced that as a result of talks in Puntarenas today between Calderon Guardia and a representative (unnamed) of General Somoza, Somoza will launch an all out invasion of Costa Rica. They have been working on Salvador to join and have some hopes that it will do so and feel certain at least that Salvador will remain neutral.
The deal proposed between Padre Nunez and Mora is that they will join forces and fight Nicaragua if it invades which they are sure it will. The deal depends first on Figueres accepting such an alliance and second on his agreeing to a slate for his government acceptable to Mora. Figueres had agreed to Mora objection to himself as Secretary of Public Security on condition that Mora
