leumba SIR: have the honor to refer to my despatch no. 195. of April 22, 1948 under a similar title which analyzed the part played by President Picado in the Costa Rioan oleotion dispute and subsequent armed conflict, and to submit the following, comments on the part played by Manuel Mora Valverde, Secretary General of the Vanguardia Popular party.
818. 00 2248 Mora role in the drama has been more obscure, possible more tortuous, and certainly more astute than the President In the session of Congress which annailed the disputed election in which the opposition oandidato had apparently won a clear majority of the popular yote. Vanguardia deputies voted with the Calderonistas for annulment. But Mora was careful to observe parliamentary dooor um, and twice appealed to the audienoo to koop: sileno. in order that Ulatista orators might be heard.
