RESTRICTED on Maroh 12th. It was reported in the Embassy despatch No. 138 of March 23rd.
In this conneotion attention is also invited to the Embassy de spatoh No. 93 of February 27, 1948, in which mention was made that it had been learned on reliable authority that the National Republican Party was very hard pressed for funds. This lends strength to the belief that the second list or at least a large part thereof was prepared for the deliborate purpose of collecting reimbursement for fictitious contributions at a time when it was already known that a law, authorizing suoh roimbursement was to be railroaded through Congress. The lists, as published, evidently were to form a basis on which to blaim reimbursement for campaign contributions. This reimbursement, however, as pointed out in the Embassy dos patoh No. 219 of May 5, 1948 (page was prevented by the turn of events and the invalidation of the bonds 1ssued for the purpose. Bonds to the face value of some CL. 000. 000. 00 of the total issue of 06. 600. 000. 00 made for this purpose have been recovered by the new administration to dato, LA NACION for May 19th carried explanations from two of the individuals mentioned above concerning the amounts shown against their names. The largest alleged single contributor, Antonio Gazel, states that his total cash contribution to the National Republloan campaign funds, for which he ola ims he holds approprlata rocaipts, amounted to 29, 117. 60 and states that the total shown in his name constitutes an abuse of confidence and an act of disloyalty with oontributors for pur pouGs of shameful luore. He further states that he did not have the slightest knowledge of this abuse of which he now apps are the viotime OVE Mr. Gizton statement, text and trans. lation or which are attached, claims that neither the amount of 41, 186. 25 nor the 50, 000. 00 Qovor campaign contributions.
