CONFIDENTIAL of the police powers has been somewhat slow is perhaps natural under the circumstances and even yet the city is not fully policed nor are the police in uniform or armed other than the possession of the antique rirles left behind by the fleeing elements of the former government who carried with them most of the revolvers belonging to the police and the traffic authorities.
The reference at the end of page 10 as to the arrangement between the representative of the Junta and the Vanguardia Popular concerning social guarantees is not completely clear. The Doctor allegation that the terms of it are unknown is unfounded since they were published in the local press. On the other hand, his reference to the number of Germans and other undesirable elements surrounding the new government has a certain unfortunate reality.

yrank Marshall (Steinvorth) is at least technically an American citizen born. in Costa Rica who obtained a porion of his education in Germany. As previously stated e is no longer, however, Chief of Staff. Rodolfo Peters, who has been named adviser in the Ministry of Economy, is of German origin. Christina de Tattenbach, who joined the Figueres forces, was born in Costa Rica. That the Minister of Public Works, Francisco Orlich, should be the son of Yugoslav parents would seem to have little bearing on the matter and the fact that the wife of the Minister of Public Security is a German divorcée is likewise of no particular significance, The memorandum on mediation forwarded as enclosure no. 3d to the Department instruction was quite possibly pre pared by some one other than Dr. Calderon. It contains a number of statements which present delightful possibiliti for argument in the minds of many Latin Americans. It is that equally valid arguments could be presented by half a dozen other persons contesting the points raissd there in but to no general benefit.
It is hoped that the fore going analysis may assist the De partment in answering any further allegations advanced by Dr Calderon Guardia or his supporters that the diplomaticorps acted other than properly in its efforts to help e Costa Rican protagonists bring about a settlement of their dispute and have no continuing responsibility therefore. To have acted otherewise would have been to have exceeded the wishes of the diplomatic corps as a whole to say nothing of the possibly in judicious consequences of such action which would involve nen more closel in Costa CONFIDENTIAL RETURN TO DC FILES WITHIN 14 DAYS, WITH NOTATION OF ACTION TAKEN.
