Unfortunately, however, the exile of those leaders will not entirely eliminate the problem of Vanguardia from the soene. While presently it is oowed to inaotivity on account of the violently aggressive action taken against it, the rank and file of its former membership Jannot be won over to the Junta viewpoints on soolal questions until positive and visible action replaces the rhetoria whioh so far has constituted the Junta gole polloy vis a vis labor. As previously pointed out by the Embassy, the youthful substitute leadership, trained for contingenoles Just 11ke the present, remains. As a whole it is Inactive and hiding for the present. resurgence of its activities may be expeated, however, just as soon as the Junta relaxea in the least its present sternly repressive measures. Henge, the exile of the entire group of Vanguardia leaders will not solve the basic problem of eliminating Vanguardia permanently. This, in time, gan be accomplished only through the attainment of unmistakable benefits for labor combined with the development of the same olaso of spell binding leadership which conveyed upon Vanguardia in the past a position of importance entirely disproportionate to its Aumorioal strength.
