UNCLASSIFIED As previously pointed out by the Embassy on a number of occasions, drastic action on the part of the Junta against Vanguardia has forced it to go underground. Whether this policy, in the long run, is preferable to a more lenient ons which would enable the Junta to keep a closer cheok on Vanguardia doings, can only be told in time. It is significant to note, however, that there exists a not inconsiderable school of thought that the repression as 10w practiced by the Junta, while restraining Vanguardia from remaining in the open, will not prevent its continued existence as a much more dangerous clandestine organization.
