With a modest budget but high efficianey, STICA doing much to develop good will for the United States in this country, and unquestionably is making a substantial contribution to improving the lot of the Costa Rican small farter. In fact, acowpetant observer with much experience in the field has told me that in his STICA 1o carrying out more valuable and sudcessful program in Costa Rica than are the agricultural extension services in the twenty two states of the United States with which he has had personal experience.
