HARRY TRUMAN LIBRARY Papers of NATHANIEL DAVIS. by recommending that the Assembly adopt four resolutions: To ratify the election of Ulate as President for a four year term; To ratify the designation by the Junta of the present membership of the Supreme Court; To confirm the legislative powers of the Junta from May 8, 1948 until the Junta is dissolved; and To prolong the term of office of the Junta to May 8, 1950.
As soon as the message had been read the deputy of the Union Nacional party arose and proposed a resolution confirming Ulate election. Dr. Oreamuno immediately moved that vote on the resolution be by roll call. The secretary then called the roll and each deputy rose and cast his vote.
The vote was unanimous in favor of the resolution. few deputies made few remarks in connection with their vote.
One, whom seatexftrygten titled den ulte muewhers Ilum of the Constitutionalista party, made quite a little speech to the effect that he was voting for Ulate for President but did not like the wording of the resolution. He felt that since the Assembly represents the sovereign people, it should within its own powers elect Mr. Ulate rather than attempt to ratify action by a previous regime which had been overturned. His statement was probably designed to lay the: basis for. subsequent argument in the Assembly that it is. completely sovereign and can take up any subject it likes.
As soon as the vote was announced, Mr. Ulate was escorted in to loud cheering and playing of the National. Anthem and given a seat at Mr. Figueres right. Figueres then read his rather lengthey message and ulate followed with a short and graceful speech appropriate to the occasion.
The Bpeaker. then announced that the entire Assembly was invited to proceed to the Cathedral to attend a Te Deum and declared the session adjourned. Nothing was said about the other three resolutions proposed by the Junta and presume they were laid on the table for subsequent decision.
