AC TION ARA 18. 00 1847 ara SIR: INFO DCR OLI EURX have the honor to refer to my despatch no. 63. of February 10, 1949 regarding the publication in the Diario de Costa Rica on February of a lengthy letter from Manuel Mora to Otilio Ulate, President elect of Costa Rica.
It will be recalled that on page of the despatch under reference, in concluding his letter Mr. Mora stated he was not in accord with the nationalization of the banks nor with the ten per cent capital levy, two of the most controversial measures which have been enacted by the Junta of Government. However, Arnoldo Ferreto and other members of the Vanguardia Popular party had expressed approval of these measures in various items which appeared in Trabajo, the clandestine newspaper of the Vanguardia Popular distributed in nimeographed form. Thereupon Mora, as a good member of the party, wrote from Mexico that in view of the position taken by his party he accepted their thesis. This letter was published in Trabajo and subsequently in La Nacion on March 3, 1949 and is further eridence, if any should be needed, of the mental ease with which Mora can make a complete about face if required to do so. The text of the letter reads. In translation as follows: 818. 00 449 Esteemed Comrades: In ignorance that you had established a position on the expropriation of the banks and the confiscation of capitals in excess of fifty thousand colones, released through the Diario de Costa Rica my personal opinion with regard to these matters. My opinion differs, as have been informed, from that supported by you.
