HARRY TRUMAN LIBRARY Papers of NATHANIEL DAVIS told the President in general of my various discussions with the Foreign Minister and of the latter suggestion that talk the matter over with the Prosident. said felt that it would facilitate matters for all concerned if the Costa Rican Government would suspend decree no. 116 pending further study and mutually satisfactory arrangerents regarding conservation and fisheries matters. had in my pocket some notes had prepared a week ago for such a discussion with the President. He asked to read them and asked if he might keep them for his use in discussing the matter with his cabinet. He indicated agreement with my belief that decree 116 should be revoked by saying that apparently his government had made a mistake in issuing it and said he would take care of the matter very soon.
