711. 1311 The Honorable The Secretary of the Navy. Sir: have the honor to acknowledged the receipt of the letter of the Acting Secretary of the Havy, dated the 12th ultimo, enclosing a copy of a letter to the Secretary of the Navy from the Comanding officer of the WHEELING in which the latter states that on February 8th or 9th last, Barnett, Nicaraguan Consul at Norfolk, Virginia. Bued to the steamer SIREN a Nicaraguan register, and that in his (Comnander Brittain s) belief, Barnett knew that the SIREN had no intention of coing to Nicaragua; and that she was to be used for revolutionary purposes in Hondura3 In reply, have the honor to inform you that copies of the Navy Department letter and of the enclosure thereto have been sent to the Attorney General, for appropriate action by him.
