The first, an editorial from El Niticiero. is of interest as it is credibly reported that it was written by Señor Ernesto Martin, the Secretary of the Central American Court of Justice, at the suggestion of if not actually prepared by Señor José Astua, the Costa Rican menter and President of that body, and that a copy of the article was widely displayed by him before its appearance in print.
The second article is over the signature of Dr.
Luis Anderson.
Dr. Anderson endeavored to explain to me and to excuse the appearance of this letter on political grounds, saying that he was calleå upon as the Costa Pican representative at the Convention, to define the Treaty of Washington.
