Dear Mr. Adee: Doctor Antonio Lazo Arriaga, whom you doubtless know, does not indicate in his letter that 19 he is an American citizen. assume that he is a Guatemalan and in the ordinary course of events OF THE ARCHIVES should be told that unless he is an American citizen he should come before the Department through 703 the intermediation of the Guatemalan diplomatic of ficer in Washington.
At the same time, Doctor Lazo, who bears a very good reputation in New York, is so antagonistic to Estrada Cabrera that it would be absolutely impossible for him to procure any diplomatic introduction, and as he is a prominent Central American thought perhaps the attached letter would present a satisfactory solution.
