He was born in Honduras, Central America, and for several years was Professor of Constitutional Law and Comparative Law in the University of Guatemala. He was Minister of Foreign Affairs of that country, President of the Congress, and from 1893 to 1903 linister of Guatemala at Washington. He has also been linister of Guatemala to Mexico, and was President of the Guatemala delegation to the second Pan American Conference in Mexico City. Ho is entirely familiar with social and political conditions of the Republics of Central America, knows personally many of the leading men of those countries and is constantly kept informed as to the conditions existing there.
He is a gentleman of high character, as have learned from an association with him extending over the past ten years.
