DEP OF STATE 191 ÅCK State To the President of the United States, DEPTOR 711:13 14 Ovíuna XII Washington, Mr. President: My attention having been called to the encloses cablegram published in the New York Times of this date, take the liberty of respectfully informing you that the Republic of Guatemala, from my personal knowledge, was not AUG 1913 FILED 71 113 14 insensible to the value of the protection of the Government of the United States when her autonomy was threatened by a foreign power.
During the time was acting as Charge Affaires of the United States in Central America, the President of the Republic of Guatemala strenuously urged me to send a cablegram to Secretary Bayard begging the intervention of the United States to prevent a seriously threatened invasion of Mexican troops upon the Northern border of that Republic.
The cablegram was sent at the expense of Guatemala, and in response was briefly instructed by Secretary Bayard to inform the Guatemalan Government that it need be under no apr ehension of such an invasion of her
