To the Costa Rican Minister at Washington. cablegram from Washington says that the President of the United States has declared that it is necessary to establish a protectorate over all Central America the same as in Cuba, to protect the Canal.

No declaration has been made, only with respect to Nicaragua and in conformity with Canal Convention.
Vith respect to Central America only an insinuation and only in case that it is solicited.
