71113 17 INDEX BUREAU At 1:05 today Secretary Bryan handed the Costa Rican Minister Lanhorne telegram of July 25, 9a.
The Minister read the same and said that he received yesterday one message and this morning about 30 he was awakened by the delivery to him of another message, the latter inquiring as to whether or not the American protectorate was to extend over all of Central America.
Secretary Bryan assured the Costa Rican Minister that no one here had had the slightest thought of any such thing; that he presumed the impression in Costa JUL 28 1913 FILER Rica was the result of this Government consideration of the Nicaraguan canal convention, but that that was a thing Nicaragua desired and was entirely and absolutely optional with them; the United States had t the slightest thought of even extending any protection to Nicaragua except just what was desired.
The Secretary expressed to the Costa Rican Minister the hope that he would feel disposed to telegraph in this sense to his country President, assuring him that there was no ground for any such fear.
The Costa Rican Minister was clearly pleased at this news and said that he would so advise his President im mediately in order that the information might be given to the press and any public sentiment that had been started might be allayed. La.
