ARCH Dear Mr. Secretary: Szyis The attached telegrams were drafted with the idea of quieting the excitement and unrest in Central America. know that you talked with Minister Calvo of Costa Rico, and on this conversation, our telegram of July 26th was based.
The telegrams drafted yesterday are predicated on the supposition that Minister Mejia of Salvador, Minister Membrando of Honduras, and Minister Mendez of Guatemala have all been acquainted with the terms of the Canal Convention and have been informed that this Government does not contemplate the extension of a protectorate over Central America or any part thereof. Therefore, before these messages go out, they should be carefully looked over to make absolutely sure that the statements contained in each are correct.
