In No. 319.
a If patriotism were the inspiration of the Central American Governments, we believe that this would be a propitious opportunity to cut down the evil at the root, giving the United States to understand that if a sparse minority of Nicaraguans desire them as masters, the rest of that nation and the people of Central America as whole will not consent that foreign elements come to attempt even to limit the sovereignty of these countries; that Central America claims the respect that is due to all nations, and that it protests against the intention publicly manifested by President Wilson and Secretary Bryan to establish a protectorate humiliating and offensive to the liberty of these countries.
This is the time to make the Department of State, at Washington, understand that in Central America there palpitates the sentiment of patriotism in its highest degree, and that a foreign hand over the head of this indomitable people will never be permitted.
The telegrams received yesterday are somewhat like the herald of somber events which governments must avert.
