El Senador Elihut Root quien aitte la América Española déclard cuando era Secretario de Estado, quo Estados Unidos no ambitionabe ni una pulgada siquiera de territorio fuera del que ya posee y que respetaría la soberanía de nuestros pueblos, a quienes elogió como aptos para gobernarse por sí mismos y allegar a su perfeccionamiento, ha borrado de una plumada tales declaraciones y otras todavía más expresivas que hizo en honor de la independencia y autonomía de Hispano América.
En su último discurso, dice. Toda la América hasta Panamma, inclusive las islas del Mar Caribe, debe estar bajo nuestra bandera. Necesitamos a Cuba, a México y a Centro América, como un hombre necesita sus dos brazos y una mujer sus dos aretes. Si no fuera que nos hallamos ocupados en la tarea de preparar las elecciones que confirmarán o cambiarán el personal de la actual Administración, ya hubiéramos resuelto la complicacion mexicana, ya hubiéramos definido el problema centroamericano e intervenido en todo el sistema economico y gubernamental de Cuba.
Quien quiera que sea elegido Presidente, Taſt, Roosevelt o Wilson, practicará la política del expansionismo de Estados Unidos de América en Hispano América, pues los tres profesan la misma opinión a este respecto, y el nuevo Presidente tendrá, para esto, el concuso decidido y cordial del Congresó. regarding the imperialistic North American policy toward the nations of Spanish America, have caused a great sensation here.

If it were not that we are occupied in the task of preparing the elections which will confirm or change the personnel of the present Administration, we should have resolved already the Mexican complication, we would already have settled the Central American problem, and intervened in all the economic and gubernatorial system of Cuba. Whoever may be elected, Taft, Roosevelt, or Wilson, will practice the policy of expansion of the United States of America in Spanish America, because the three profess the same opinion in this respect, and the new President, therefore, will have the cordial and decided concurrence of Congress.
