All of them, as though they had come to an agreement, have stated that as soon as the presidential election has passed the Government of Washington should, because of the unavoidable duties imposed upon it by the opening of the Panama Canal, exercise positively absolute control over the countries included in this zone. El Mundo. La Discusión, and other important papers of Cuba are considering these speeches and public sentiment is profoundly agitated, so much more so because it seems there have reached the Cuban Government, apropos of incidents connected with the United States, manifestations of the Chancellory at Washington which indicate a decidedly dominating spirit. Senator Elihu Root, who declared before Spanish America when he was Secretary of State that the United States did not covet one inch of territory beyond what it possessed and that it would respect the sovereignty of our countries, which he eulogized as being able to govern themselves and become perfect, has with one stroke eradicated such declarations and others even more expressive which he made in honor of the independence and autonomy of Spanish America. In his latest speech he says: All America to Panama including the islands of the Caribbean Sea should be under our flag. We need Cuba, Mexico, and Central America as a man needs his two arms and a woman her two ear rings. If it were not that we are occupied in the task of preparing the elections which will confirm or change the personnel of the present Administration, we should have resolved already the Mexican complication, we would already have settled the Central American problem, and intervened in all the economic and gubernatorial system of Cuba. Whoever may be elected, Taft, Roosevelt, or Wilson, will practice the policy of expansion of the United States of America in Spanish America, because the three profess the same opinion in this respect, and the new President, therefore, will have the cordial and decided concurrence of Congress.
