Sir: The Department has received your confidential despaton No. 319, of July 29, in regard to the cornments of the press of Salvador on the Associated Press despatches from Washington reporting that the Department had presented to the Senate Committee on Foreign Relations a project of a protectorate of the United States in Nicaragua, with which despatch you transmit clippings from nowspapers published in Salvador.
