Therefore, all this system of Positive International Law presupposes, as the most solid of its fundamentals the absolute independence, the complete sovereignty, and the unconditional autonomy of the five contracting Republics.

Pues bien, todo ese sistema de Derecho Internacional Positivo prezupone como el más sólido de sus fundamentos la independencia absoluta la completa soberanía y la autonomia incondicional de las cinco Repúblicas contratantesi Por consiguiente, si alguna de ellas llegase a sufrir el más pequeño menoscabo en sú autonomia, independencia y soberania, el sistema internacional y politico ereado por las convenciones de Washingion, fruto de la experiencia más madura en el sentido de realizar la Unión, quedaria an absoluto destruido por su base, uomo fácilmente se comprende. La Corte de Justicia Centroamericana tendría que desaparecer conforme a las estipulaciones de la Convención que le da vida, alguna de las Repúblicas signatarials perdiese la más mínima parte de su soberania transeunte.
Por iguales motivos la Oficina Internacional Centroamericana y el Instituto Pedagógico no tendrían ya razón de ser, puesto que los pactos que los establecen presuponen la exis tencia de las cinco soberanías independientes y absolutas, que los formularon y concluyeron en Washington Y, si el menoscabo de la soberañía como causa eficienta de la destrucción del sistema y del equilibrio centroamericano que han establecido los pactos de Washington, se produjera porque Nicaragua re, Consequently, if one of them should suffer the slightest impairment in its autonomy, independence, and sovereignty, the international and political system created by the Washington Conventions, fruits of the most mature experience in the sense of the realization of Union, would be absolutely destroyed at its foundation, as can be easily understood.
