STATES THE Sir: Referring to the Department cable gram of the 2nd, instant, A. in regard to the excitement in the press and among the people of Costa Rica and El Salvador occasioned by newspaper reports of a proposal on the part of the United States to ebtablish a protectorate in those countries, have the honor to report that the said newspaper reports gave occasion for various articles protest which were published in El Cronista and to two public manifestations, the one on last Wednesday, the 30th.
