SATLI have also been informed that in addition to the oba servations made in LA TRIBUNA relative to the unmerited and unfair promotion of General Perdomo from the rank of Lieutenant Colonel, etc. that paper also criticized him for his participation in the Mena revolution of Nicaragua during 1912, when Perdomo fought against what LA TRIBUNA said were the troops of a friendly nation, an act of which no Salvadoreño should be proud. The Department will see therefore that when took up with the Minister for Foreign Affairs the matter of General Perdomo pernicious anti American activities, as reported in my despatch No. 315 of July 12 last, had good grounds for doing so.
In conclusion wish to bring to the attention of the Department a strange incident that occurred on the morning of the day on which General Perdomo was killed.
Doctor Arrieta Rossi, the Under Secretary of Foreign Affairs, with whom am on very friendly terms, called upon me at about ll clock and remained at the Legation for an hour.
Our conversation having drifted to the apparently never ending extraordinary deportment of General Perdomo, remarked that his conduct, for an officer of the General staff of the Salvadorian Army, had been so exceptionally strange that it had run counter to my sense of the eternal fitness of things, and added that if that officer renewed his attacks against my Government and country would again report the matter to the Department of State and, at the same time, ask for instructions as to the character
