ARRIVES OF THE SIR: have the honor to transmit herewith a copy of a translation of a leaflet which was distributed in the streets of San José, Costa Rica, signed by one Gerardo Matamoros, and dated July 12, 1913.
The distribution of these leaflets, of course, occurred outside my district, and no doubt the Department has already received either a copy of the original leaflet, or a translation of it, but as the matter was brought to my attention, deemed it my duty to forward a copy of the translation of the said leaflet.
