OF THE PER MECHIVES UNITED STA THE Referring to the meeting Salvador has endeavored to arrange by inviting the four Central American Republics, Guatemala, Honduras, Nicaragua, and Costa Rica, to meet Aber das with her to devise a means to frustrate convention and naval base plan, beg to say that today the matter stands as follows, Costa Rica told Salvador that she would go if Nicaragua was invited, and we suggested to Nicaragua, in response to the inquiry of their Minister, that Costa Rica might have based her acceptance upon Nicaragua willing ness to attend such a conference.
Since this suggestion was made, Guatemala and Honduras have refused to attend. beg to suggest, therefore, that it might be well, before sending the telegram to Salvador which you dictated to me yesterday, to speak with the Ministers of the several Central Amer ican countries to make sure at least that their Governments did not alter the stand taken, and after we were reasonably sure of this, send to Salvador the suggested.
