Deplo TES 2 27, pom. have the honor to enclose herewith copios and transNOV 29 1018 FILED lations of the telegrams passed between the Governments of Salvador and Nicaragua relative to the invitation extended by the former to the Governments of Guatemala, Honduras and Costa Rica, to designate delegates to a conference to be held at San Salvador for the purpose of considering matters of Nicaraguan policy and the conclusion of a convention looking to the declaration of the inviolability of Central American territory; also a copy and translation of President Diaz opinion in regard thereto as embodied in a confidential memorandum handed to the Honduranean agent in Managua for transmission to the President of Honduras.
President Diaz first, obtained knowleage of the projected conference through the Honduranean agent who, under instructions from President Bertrand, submitted a copy of the invitation to him, and requested his observations thereon.
Altinough in official circles many theories have been advanced as to the motivos involved, the most persistent views seem to be that
