My Government has received news of the fact that the Government of Your Excellency has addressed an invitation to to the Governments of Costa Rica, Guatemala, and Honduras send delegates tū a conference in that capital, with the exclusive object of discussing matters relative to the policy of Nicaragua.
Doubting the certainty of such strange news, and before addressing the other Governments of Central America on the subject, have received instructions from the President of the Republic to request Your Excellency to be pleased to state what grounds there are for the report in question, for it cannot be offered as an explanation that Salvador would cause a conference to be called in which it is intended to ventilate questions
