Your Excellency telegram of yesterday, in reply to that of this Ministry of the day before, confirms the news received here, which because of its strange and anamolous character my Government had doubted.
It appears, therefore, that Your Excellency Government invited the other Governments of Central America to a conference in that capital, excluding Nicaragua whose interests were to have been debated without its consent, that such an idea did not receive the support that Your Excellency desired, wherefore you addressed a further request for action to the governments mentioned, whose replies you were awaiting when the interpellation of this Ministry was received, corsing Your
