Your Excellency knows, on the other hand, that a recent Salvadorian administration, interpreting in a most fanciful manner the principle of solidarity considered in the message to which am replying, began by fraternal offers of friendly aid to manifest its purpose of intervening in our domestic affairs to the point of assisting the rebels in the civil struggle of last year, and requesting directly of the United States assistance in order to change, to conform with its own wishes, the personnel of the Government of Nicaragua, later carrying its notorious lack of neutrality to the point of making a declaration thereof, without the least reticence, in an official note addressed to this Ministry, dated the 24th of January last, all of which facts mention for Your Excellency consideration and judgment.
As regards the financial aspect of the proposal of Salvador, must inform Your Excellency that the principal negotiations for the arrangement of the economic situation of the country are about to be completed, and in so far as this touches upon the political phase, it has already been declared that Nicaragua could under no consideration give its consent that questions which are of its exclusive concern be made the subject of controversy.
It seems exceedingly strange, in a certain sense, that Salvador assumes the representation of the Republic of Honduras to speak in defense of what it terms the vital interests of both countries, which it supposes deeply affected by the negotiations with
