gotiations with the United States, Your Excellency Government never hacing expressed to mine its non concurrence in the agreements in project; and here it may be declared that those negotiations do not involve any violation of or damage to the rights of the Central American countries nor interference in their affairs.
Nicaragua, faithful to its principle of non intervention and of absolute respect to the integrity of the Republics of the Isthmus, has limited itself in its discussions with the United States to making pacts on the basis of its inviolable independence, and within the orbit of the exclusive portion which belongs to it as a state, within the respective demarcations of the frontiers to use Your Excellency expression.
Salvador, then, has departed from the path of well defined prudence; and Nicaragua could not, without injury to itself, permit an initiative which in embodies an offensive suspicion respecting the reasons which inspire the agreements with the Great Republic, of whose friendship and good faith it has received signal proofs during the course of its independent life. conclude these observations, Mr. Minister, by informing you that on this date am communicating to the other govern.
ments of Central America the resolution of my Government, in view of the confirmation by Your Excellency of the news, declaration of the authenticity of which had the honor to request of that Ministry. again protest to Your Excellency the testimony of my greatest appreciation.
