Most Excellent Minister for Foreign Affairs of the Republic of Nicaragua, MANAG A. Referring to Your Excellency courteous despatch dated yesterday, it only remains for me to inform you that my Gov.
ernment deplores that it has not been able to bring about the projected conference to which it invited the other Governments in order to treat Wen famille the matters mentioned in the circular of the President of this Republic, a coplete copy of which took the liberty to enclose you. also desire to rectify Your Excellency idea that the Conference to which my Government in the first instance invited the Governments of Guatemala, Honduras, and Costa Rica contemplated excluding the Government of Your Excellency, when, as a matter of fact, had it been brought about, it would have been limited to a resolution of the manner of making the representations to the Government of Nicaragua, along the lines already indicated; for it is well known that when it is desired to make collective representations those who take part therein must come to an agreement beforehand, it being also evident, on the other hand, that my Government could not have considered this projected Conference decisive in the realization of the object which it had in view, considering that nothing effective and practical could be done without the concurrence and acquiesence of Your Excellency Government. again protest to Your Excellency the testimony of my high appreciation.
