(10. 271, 10, 23, 13. II. Canal Route through Nicaragua and a coaling station in the Bay of Fonseca as compromising the sovereignty of Vicaragua. Availing myself of the first opportunity inquired of the Minister for Foreign Affaits as to the truth of these statements and was informed that the Government of El Salvador telegraphed to this Go vernment in the early part of September, inviting it to send delegates to Salvador to consider making the protest above indicated.
The same message was sent to the Governments of Costa Rica and Guatemala, To it this Government replied that it seemed to it improper and ineffectual to take any such action without inviting the Government of Nicaragua itself to join in the conference. From telegrams that passed over the telegraph lines of this country from the Government of Costa Rica to that of El Salvador it was learned that Costa Rica replied in the same sense as did this Government.
The following day and without awaiting further communication from the Government of El Salvador this Government sent a second message to that Governe ment suggesting that instead of the proposed action the conference consider the immediate conclusion of a Union of the five Central American Countries. To this Salvador replied that the question of a Central American Union could be taken up by the conference as a secondary matter.
