And am inclined to believe that the meeting was aided and abetted by the Government of Salvador, because Doctor Enrique Cañas, the Master of the Diplomatic Ceremonial of the Foreign Office here, a position corresponding to that of Third Assistant Secretary of State in our State Department, was present at the meeting in question and, along with others, signed the protocol of protest, which, as stated in the clipping, is to be laid before our Government in Washington by Doctor Policarpo Bonilla, ex President of Honduras and an emigrado político from that country, who has the reputation throughout Central America of being a man devoid of all principle. Personally, can vouch for the fact that he is an implacable enemy of the Government and people of the United States.
