MEMORANDUM.
CARCHIVES UNITE NATIONAL. SUVIS Just how important are our relations with Mexico THE ME and Central America while this world war is going on?
Is Central America important enough to engage our attention at this moment?
Have we, as officials of the United States Government, done what we could to improve the se condi tions, or are we too busy with daily routine to consider them?
Our immediate predecessors sought to keep peace in Central America in various ways, one agency used being the Washington Conventions. Have conditions changed since 1907 sufficiently to cause us to desire a revisal of these conventions?
If so what changes should be mad e.
That is one question, a relatively unimportant one.
The Central American Union!
Does it interest us?
Do we prefer to deal with each small country separately or would it be better to aid in the formation of a Central American Union.
This is a tremendous question, the settlement of which in volves all sorts of complications.
In the last analysis we might consider it as their question.
But, is it?
Are we not as interested as they?
Have not we as much at stake in Central America as Central America ns have. If we want the Union it can be effected through our active aid and with our guarantee, without which it could hardly
