DEPARTMENT OF STATE 77113 filin DIVISION OF LATIN AMERICAN AFFAIRS MEMORANDUM February 28, 1922.
TO: RE: MR. WELLES.
QUESTIONS PENDING IN CENTRAL AMERICA, HAITI AND SAN DOMINGO.
71 54 LA CUNEAU NICHIVES OF CENTRAL AMERICA: The influence of the United FA sutre.
states in Central America is very great because each of the five Governments depends to a great extent upon the political support of the United States to maintain itself in office. Recently, furthermore, all of these Governments have been endeavoring to obtain loans in the United States and have sought the good offices of the State Department to assist them in doing so. Consequently, we are in a ballt 2 22 position to insist much more strongly upon desired reforms in Central America than in countries with which our relations are not so close.
In general it may be said that the immediate objects which we desire to obtain in Central America are political and financial reforms which will make for greater stability of Government and which will provide a safer field for American commerce and investments.
There are border disputes between Guatemala and Honduras and Nicaragua and Honduras
