we will not recognize him. It is still possible that a way out can be found by having Carias throw his support to a candidate not disqualified by the Treaty. Should it have been possible for Carias to be recognized as President, a way out could probably have been found months ago.
This think shows a most glaring fault in the threat of non recognition based on the Central American Treaties.
By this do not mean that in given instances we should not withhold recognition of a Central American Government.
There are many occasions when this would be the obvious course to take but think it is a mistake to lay down as a hard and fast rule that in certain hypothetical cases recognition will not be granted.
The Latin American mind does not work along the same groove as the Anglo Saxon mind.
While the Latins are great theorists they can throw over their theories in a very light hearted manner when it suits their convenience to do so.
Constitutional principles mean little to them and it would therefore seem to be a mistake for us to make pronunciamientos on a high moral basis to meet a condition that will occur several months in the future.
