If constitutional STATES principles are thus lightly held in Brazil how much more lightly are they likely to be held in Central America?
Latins, as many of them quite frankly admit, are bad losers and will not accept defeat with good grace and turn over the Government to their opponents should they lose the elections at the polls.
If, therefore, we are to exert a veto against revolutions and a threat and policy of nonrecognition of revolutionary government does in fact constitute such a veto we are then, it seems to me, under an obligation to see that elections are free and fair.
We are otherwise in the untenable position of maintaining in office a government that does not have the support nor represent the will of the majority of the people of the country. surely
