alarm and lack of confidence regarding the generous and upright statements so often made by those who inspire the policy of the United States in its relations with the countries of Central America.
That sentiment was favorable to an intense propaganda made for that purpose. That lack of confidence must disappear. It is the duty of all well intentioned men of each one of the countries to work toward that end.
For that purpose certain characteristics of the Latin race should be taken into consideration.
As regards that, it can be said, that in the United States the countries of Central America have been viewed with a certain indiffer ence, while marked demonstrations of friendliness have been given to other countries of the continent and even of Europe, with which the United States perhaps has no more than a spiritual interest in common. The moral support of the United States is Indispensable for the peace, development and progress of these countries. It is natural that business men, whatever country they may be from, want to secure the greatest possible profits from their enterprises. But many times that leads to the establishment of conditions which would be inadmissible or considered unmoral in countries other than Central America.
It results, that people judge in general by what individuals or private corporations do, mistrust and suspicion becoming 11 thus instilled in the masses. asked Doctor Matos to make suggestions as to what can be done to strengthen the friendship between the United States and Central America. He said: We should with intensity stimulate mutual acquaintances between individuals of the United States and those of our countries. In that manner a better understanding and good will, equity and justice will serve as the basis of the relations which exist and should exist between the peoples of our continent.
