On the other hand, the theory of non recognition leads to a strengthening of the revolutionary tendence of the losing party, with the undoubted object of rendering powerless the hands of those who have triumphed in the civil struggle, and the introducticr of the system of solution through a third party, chosen under approval of Washington.
Thus, in the result, non recognition, rather than being a factor for peace, as was its object, constitutes THE a factor for war.
