But that is far away, because at this moment the old Continent is in great poverty; the Asiatics, with exception of Japan, are yet unorganized, and the Anglosaxon Republic is, indisputably, the ARCHIVES first power in the world.
But is the Caribbean policy one of legality and justice?
The reasons given by the United States for its creation, and which we here enumerate in detail, may be reduced to two, which are security and civilization.
Countries, and especially the strong ones, do not suffer in the first named for reasons of right and morality. Life is a special attribute of human beings, and before the necessity for its defense all other considerations disappear.
