KRCATV This Caribbean Policy has, therefore, certain ends related to national preservation and to world development, which might excuse it, if its methods be modified.
Giving it a different form, which should leave out the sordid part of voracious commercialism, and should convert it into a just instrument of continental cooperation, we are sure that the Caribbean countries, instead of regarding it with suspicion, would consider it necessary for their own security and would lend it their sincere support.
In any other way, this policy of the United States will always meet in our small nationalities the insincere approval of the ambitious and of the unworthy and the permanent opposition of those who continue to believe in dignity and justice.
