2a juridical theory which may not be accepted without reservations. It is true that the Caribbean Republics have brought little or nothing to add to civilization. It is true that with rare exceptions, the majority have not lived in peace. Nevertheless, we must study the causes which have prevented them from realizing such high ideals, so as to fix the responsibility and see if there exists reason for restricting their sovereignty or for maintaining them subject to a conditional independence.
